Associate Professor and Co-Director of the Maryland Initiative for Literacy and Equity Donald Bolger spoke with The Baltimore Sun about literacy rates in Maryland, sharing that “the state has made progress with students in the bottom percentiles to the top, but the struggle is maintaining those gains. When strong policies are implemented, they can help with early intervention to prevent children from falling through the cracks. The literacy policies are meant to create safety nets to catch students before they fail and keep them on the path to success.”
