External Implementation and Impact Evaluation of Maryland’s Infant and Early Childhood Mental Health Support Services (IECMHSS)

CECEI is conducting an external implementation and impact evaluation of Maryland’s Infant and Early Childhood Mental Health Support Services (IECMHSS). IECMHSS supports the provision of early childhood mental health services across the State. The evaluation will inform the public about the reach and effectiveness of the program in meeting the stated goal of creating fundamental shifts in early childhood professionals’ beliefs, attitudes, and practices to support more effective caregiving for all children, regardless of race, gender, class, or a myriad of other factors. 

The current evaluation builds upon CECEI’s 2021 evaluation of IECMHSS, which was mandated under Maryland House Bill 776 to inform the public about the goals of the project, assess the need for new services, report on progress of the project, and consider ways to integrate the project with other specified services.
