Maryland Statewide Literacy Review
Project Overview
The Maryland State Department of Education (MSDE) and Accountability and Implementation Board (AIB) appointed MILE to evaluate the status of elementary literacy instruction across all 24 Maryland Local Education Agencies (LEAs) in Spring and Summer 2024. The evaluation provided policy-aligned and evidence-based feedback on each LEA’s Comprehensive Literacy Plan and the implementation of effective and equitable literacy instruction. MILE’s work led to statewide recommendations for technical assistance and district-level refinements to their literacy plans, ultimately supporting reading development for all students in Maryland.
Core Objective
The project identified key facilitators and barriers to effective implementation from those directly engaged in literacy instruction. The ultimate goal was to inform district-level technical assistance to sustain high-quality literacy instruction for all students.

Significance
MILE was able to:
- Examine how K–5 literacy teachers and leaders interpret, navigate, and adapt to Science of Reading mandates
- Review each LEA’s Comprehensive Literacy Plan to analyze the status of implementation and align support to LEA needs
- Organize and mobilize a large team of trained literacy reviewers and research associates across the state to provide targeted feedback for each LEA
- Conduct over 85 focus groups of literacy educators and interviews with 863 total participants to gain an understanding of the rollout of the literacy initiative
- Collect 1,656 responses to the Professional Development Survey that focused on literacy professionals’ strengths, areas for improvement, and vision for literacy instruction
- Assess local literacy plan implementation by conducting site visits to 10% of elementary schools within each district; see figure 1 below

Statewide Findings
During the State Literacy Review, MILE produced individualized reports for all 24 LEAs and the Juvenile Services Education program (JSEP) and a State Level Analysis based on the EPIS framework, which evaluates system-wide implementation of evidence-based practices, as well five key drivers:
Curriculum & instruction: The MILE team found that all LEAs provided training on structured literacy and evidence-based practices, but that there was inconsistent access to training across schools (e.g., some schools targeted only elementary teachers, grades 3-5, ESOL, support staff). Additionally, MILE observed that all LEAs (plan to) use high quality instructional materials (HQIM) in foundational skills/knowledge building, however, explicit writing and expression varied particularly in grades 3-5.
Professional Learning: MILE observed transition issues for effective literacy instruction from grades 3-5, recommending an increased focus in professional learning that targets
Multi Tiered Systems of Support (MTSS): MILE found that districts are implementing multi-tiered systems of support (MTSS), however there are challenges. In tier 1, there were challenges in differentiating core instruction, especially in supports and scaffolds for multi-lingual learners (MLLs) and English language learners (ELLs). In tier 2 & 3, access to tiered intervention was hindered by a lack of personnel and available training.
Instructional Leadership: MILE team members across the state noted there was strong leadership and commitment to literacy, both at the district and school levels.
Community Culture and Engagement: MILE witnessed all districts engaging families and communities, some in unique and innovative ways. However, how this happened was school specific and often influenced by Title I/community school designation.
