The Ph.D. in Teaching and Learning, Policy, and Leadership with a specialization in Technology, Learning, and Leadership is a cross-disciplinary program that prepares students to become scholars and leaders in learning technologies. Through a mix of core technology courses and discipline-based electives, they explore the impact of technology on education and innovate in research, teaching, assessment, and design. The Teaching and Learning, Policy and Leadership - Urban Education Specialization, Master of Arts (M.A.) assembles a team of faculty, staff, and students focused on the shared mission of improving opportunities and equity for children whose lives are marginalized at the intersection of race, linguistic diversity, gender, ethnicity, and social class. Students are encouraged to examine education through an intersectional lens of these marginalized groups and enhance the gaps that perpetuate harmful practices.

Doctor of Philosophy
The Ph.D. in Teaching and Learning, Policy and Leadership with a specialization in Urban Education will develop you as an equity-minded and culturally responsive researcher and educator. You will gain a deeper understanding of the social, economic, historical and political contexts of urban schools and communities.
Our courses explore the challenges facing urban school districts and address the complex issues experienced by ethnic, racial, cultural and linguistic minorities in urban schools. The highly ranked Teaching and Learning, Policy and Leadership - Language, Literacy, and Social Inquiry Specialization, Master of Arts (M.A.) program addresses crucial issues in education by focusing on the interdisciplinary study of language, literacy and social contexts. With three possible focus areas, the program can be highly specialized. Students explore how language and literacy can empower individuals, promote social justice and improve educational outcomes. Through research and practical application, students develop a deep understanding of how to use literacy to transform lives and foster inclusion.
The Teaching English to Speakers of Other Languages (TESOL) Ed.D in School System Leadership, Specialty: Teaching English to Speakers of Other Languages and Dual Language Education (SLTL) is a 60-credit, cohort-based graduate program that is designed for school and district leaders and administrators to better meet the needs of multilingual learners and their teachers.
This program currently operates exclusively through a school district partnership with Prince George’s County Public Schools. As such, this program is not open to admissions for individuals outside of this partnership.

Teaching English to Speakers of Other Languages, P.B.C. (In-Person)
Post-Baccalaureate Certificate
The Teaching English to Speakers of Other Languages, Post-Baccalaureate Certificate (P.B.C.) program currently operates exclusively through school district partnerships with Anne Arundel County Public Schools and Prince George’s County Public Schools. It is not open to admissions for individuals outside of these partnerships.
The program is designed for in-service educators, students studying language and others looking to gain the skills necessary to teach English for grades K-12.

Post-Baccalaureate Certificate
The Teaching English to Speakers of Other Languages (TESOL), Post-Baccalaureate Certificate (P.B.C.) online program is designed for in-service educators, students interested in teaching English or other languages to adults in the U.S. or students overseas, and others looking to gain the skills for teaching in grades K-12.

The highly ranked Higher Education, Student Affairs, & International Education Policy–International Education Policy Concentration, Ph.D. program is comprised of a community of faculty, students and development professionals who strive to improve cross-cultural and multicultural understanding and bridge the gap between scholars and practitioners.
